A Question for Jacksonville

If Waste Management is truly able to offer the City the best deal, as they claim, why are they unwilling to open their Trail Ridge books for the City Council’s Auditor to examine?  Is it reasonable for the City to be aware of the profit margin Waste Management is currently enjoying under the existing contract?  Would it not be reasonable for the City to ask Waste Management to be subject to the same terms the City’s contracted waste haulers are subject to?  (The Waste Haulers’ financials are reviewable every three years and the contracts adjusted if the profit margin is deemed excessive.)  If waste haulers are subjected to this type of review, why is the City willing to exempt the entity in charge of disposing of that waste?  And, if Waste Management was unwilling to include this in its contract negotiations with they Mayor, why on earth would the City want to pursue that deal?
